Chief Executive Officer

Carlos brings over 20 years of road industry experience paired with over 10 years as a senior organisational leader, working in partnership with both the public & private sectors.  He is a broadly experienced senior organisational engineering manager who has demonstrated the ability to lead diverse teams of professionals to new levels of success across public and private sectors. He is a recognised roads industry leader with strong technical and business qualifications and an impressive track record of hands-on experience in strategic planning, business unit development, project and product management while maintaining strong technical engineering skill and aptitude.

Rachel Black

Director Communications & Strategy

Rachel’s experience working in the private, public and not-for-profit sectors in the UK and in Australia has given her a diverse and global perspective of working in marketing, communications, design, event management, stakeholder engagement and digital and print media.

Her communications, commerce and design qualifications paired with her work experience have given her a well-rounded skill set and a proven ability to manage a variety of marketing and communications strategies, plans and projects from brief to final production.

Tanja Conners

Director Training & Knowledge

Tanja is an experienced and skilled manager, coach, trainer and mentor with a strong background in the road sector and the wider civil construction world.

She has demonstrated success in the development of Learning Strategies, training Facilitation, Business Coaching, Change Management Coaching, Performance Management Coaching, Leadership and Management Facilitation and Coaching.

Amongst a wide range of qualifications, Tanja has completed a Graduate Diploma of Human Resources, a Graduate Certificate in Management from Charles Sturt University and a Graduate Certificate in Vocational Education and Training from Southern Cross University.

Dr Erik Denneman

Director of Technology and Leadership

As Director of Technology and Leadership with the Australian Asphalt Pavement Association, Erik Denneman (PhD, CPEng, RPEQ) supports industry in the implementation of innovative pavement solutions. Before joining AAPA in July 2016, Erik led the ARRB Pavement Technology and Asset Management team in Brisbane.

He specialises in performance based design and specification of bituminous materials, and the development of advanced pavement design models for these materials. Erik has worked in the Netherlands, South Africa, the USA, and since 2012 Australia.

Michael Bresnahan

State Executive (Western Australia)

Michael has been involved in the Road Industry for over 20 years through the Shell Bitumen business and managed that business across Australia and New Zealand.

In addition he has worked as a global consultant within Shell’s Bitumen Head Office (London). Post Shell he has run his own management consultant business assisting businesses in a variety of industries.

He has an Honours degree in Chemical Engineering from Sydney University and an MBA from Macquarie University.

Dougall Broadfoot

State Executive (New South Wales & Australian Capital Territory)

Dougall graduated in Civil Engineering from the University of Queensland. He worked initially with the Department of Main Roads, Queensland, before joining a road surfacing contracting company owned by Shell Australia.

In his subsequent extensive career with the Shell Group, he enjoyed roles in many of the mainland states of Australia. These were largely in bitumen related markets of Shell and included postings in London, Papua New Guinea and culminated in heading up the national road surfacing organisation, Pioneer Road Services.

He has also served as Chairman of the AAPA, of which he was appointed a Life Member in 1999, and Vice President of the Australian Road Federation. He has served in his current role with the Association since 2009.

Robert Vos

State Executive (Queensland)

Robert has been in the roads sector in Australia and South Africa for 40 years with 14 years in a public road authority and the remainder in asphalt and bitumen industry associations.

His experience covers management of construction, research and technology development, road and bridge building, and training and skills development.

He has a Civil Engineering degree from the University of Cape Town and is a member of professional engineering institutions in South Africa and the UK.

Norbert Michel

State Executive (Victoria and Tasmania)

Norbert Michel joins AAPA following a successful and diverse 17 year career with the Australian Road Research Board (ARRB).

Norbert is an energetic technical manager who has overseen the coordination and development of ARRB’s technical delivery disciplines, including quality management, workplace health and safety, project delivery, staff recruitment, business development and development of in-house tools and commercial and client-owned software solutions.

He is a senior people leader and project director in the field of pavement asset management with a proven and consistent track record of leading and mentoring teams to deliver complex projects within a broader program of work for State and Local Governments across Australia and overseas. Norbert brings a diverse background of effective personnel, member and stakeholder management to AAPA in the capacity of State Executive Officer for Victoria and Tasmania.
